the very first thing i'd say would be have her increase the amount of weight she's using. it's impossible to look toned if you don't have any muscle. building a little lean muscle will give her the look she wants and promote a higher metabolism...
beyond that she should be eating 5 or 6 small meals with lean protein and fibrous carbs. (think chicken, fish, broccoli, asparagus, sweet potatoes, oatmeal, etc) hope that helped!
