Legs should be smooth (ladies), arms at least trimmed and neat, down south is preference. Trimmed short and neat is how I go about it, others prefer shaved. Shaved is too itchy when growing in for me. Then there are ingrown hairs to consider....

Laser is not permanent I have a good friend that works in a dermatologist office . over time with the more sessions done it willextremely thin the hair follicle to the point where it almost nort visible, and it will take a very long time to grow back as in weeks or months but the hair is till there just if you let it grown out it will be very very thin thats why people always have to go back for repeat visits.
