Both the pituitary and ovaries produce testosterone/estrogen. If one is damaged, you'll only get half the hormones and may need replacement therapy. If she's going to take testosterone or any other steroid in that matter, she should take an AI, such as Femara. It will curb the conversion of any androgens in her body to estrogen.
If you know what or if you can post her bloodwork numbers, it could give us a better idea of what we're looking at here. You may need to play with the dosage numbers. I'd suggest starting out low, such as .625mg. That's 1/4 of a 2.5mg tab. Taken daily it should do the trick with no side effects.
P.S. Just because her testosterone level is high, will not mean that her sex drive will be there also. My wife's sex drive doubled from what it was before, but her sex drive seems to be nowhere to be found. Doctors cant seem to figure anything out what drives a woman's sex drive. That's the holy grail.
